No different than if a mechanic tells you , that you need new brakes but you drive off and 24 hours later plough through 10 people in the high street because your breaks failed
Is the mechanic liable for 10 fatalities?

I would point to the fact I emailed the landlord a copy of the report with a covering letter stating what a dangerous state the installation was in.

Bare ended flex hanging out of a pendant, lamp holder ripped off. Half a light switch, no main or supp bonding, ( no rcd ) exposed conductors.What were the code 1's you found?

Our local council will give the landlord a set period of time to rectify any major problems highlighted by the tenant, if the work is not done the council will have it done and bill the landlord.Ahh great!

Shame about the tenants, perhaps email the LL thanking him for payment and ask if he has rectified all the observations.
