A flat I tested yesterday was once a house that was crudely split into 2 flats.
The c/u for the ground floor flat is in the entrance lobby for the upstairs flat, this is a completely separate property.
Both meters and all switch gear is in the same lobby. I am a little lost about what to put on the test sheet with regards to the location of the c/u. Surely you can't have a c/u for your flat in next doors???

Any help welcomed, cheers.

Interesting....wouldn't even need to bypass a meter to get a bit of free juice.

Tell it as it is. (as S says).

The flats meter shouldn't be there anyhow by todays standards.......but for cheapness by the property owner the DNO put it there with the existing service cable. Would not be done now. From safety point of view, access required to cut out by fire services in case of emergency.

Does the downstairs flat have a key to the upstairs lobby?

If it does have a key then there aren't any access issues.
