Hi i was just after a bit of advice, when wiring sockets how much of a problem is it when the earth sleeves are too short and don't cover all the conductor? will it affect testing etc?

Can you not replace the sleeving?
 
or snip 1/2" off the end of the conductor/s and te-rerminate.
 
If the sleeving is too short then you have an increased chance for the bare cpc to come into contact with a live terminal.
Testing wise it would only be a problem if the cpcs were in contact at the cable entry when you had separated them at the terminations.
Generally not too much problem, just does not look too good and makes you wonder about the rest of the workmanship.
(Operationally it is easier to get a test probe on the earth!)

you could make up a song....earth sleeving too short. to the tune of no woman no cry.

That was a poem often recited by an old guy who’s worked at our company for many years.....and to be fair it’s not far from the truth with some of the people we’ve had in the past!
