Should I be able to read an outgoing voltage from a 12v electronic transformer? using my digital multimeter, I get 8.6v for a split second then it turns to zero.
 
is the transformer shutting down because there's no load on it?
 
Many electronic transformers will not give an output without a lamp load or will rapidly shut down. Also, the output is often 30-40kHz AC and many digital meters will not measure this correctly.
