Please help me to identify the purpose of this box. It sits under the roof and between my and my neighbor's houses (semi-detached). It was installed before I became an owner, so I have no idea what is that. It looks like it was sealed with duct tape which now came unstuck and the box now opened. I just want to understand what is that and how critical the issue is.

The sticker on it appears to have the fibre laser warning symbol on it so it is likely to be a joint box for a fibre optic network.

That is a cable or internet box with you have no jurisdiction of this install and my suggestion is to call the cable company to come and replace the box since it is obviously not big enough
