I can not see when a dead testing R1 + R2 was done insulation resistance testing could not be carried out definitely L-E & N-E.

Nothing unusual - or at least nothing that would not happen at other times.Thats VERY odd
As is the lack of IR testing - so you could have 1 very big intermittent fault that could take out ALL the RCBO's - yes this does happen.
You need a spark with an earth leakage clamp meter
Out of interest, what is happening in your house between 11am and 3pm?

Industrial estate less than half a mile away with various businesses.I would be doing L-N, L-E and N-E tests ....... on ALL circuits to rule out an internal fault
The earth clamp meter tests are crucial too!
Have you got any "industry" near you?
Could be being dumb here Buzz what was/is your point about RCBOs for circuits ? I'm missing something but not sure what.did nobody pick up the main switch bs5419 not 100 amp main switch on test sheet and Rcbos for circuits and you wonder why he has a problem.
