when i ring energy suppliers and say i need to know how many amps available,,, there is 3 phase there but no meter or fuses in 2 of the carriers.

what is correct terminology to use..
 
"what is the maximum current available at your supply cut-out please ?"

unlikely you'll get an answer over the phone , they'll send an engineer to check the cable capacity and to check if the 2 unused phases can be put back into service.

and its cheaper to have a single 3 phase meter than 3 x 1 phase meters with regards to the standing charges your customer will pay.
