No you don't you have to be competent.
There are lots of highly experianced electrians out ther who do not hold a 2391 but are excelent at what they do and do PIR regularly.

Anyone can carry out a PIR
What makes you say you should be competent? I don't think that's a requirement.
Anyone can buy a PIR booklet from NICEIC and no qualifications are required
A window cleaner can carry out a periodic inspection report.
