Fire Alarm system

Whats the best/ right way to install a fire alarm system for an office down stairs and flat up stairs, both will use the same front door then there will be a seperate door for each. Should the alarms be linked for both? will i need a fire alarm panel? or can i just wire a seperate circuit for each?

Personally i would go with a panel, 2 zone would do it, zone 1 for office and zone 2 for the flat, then breakglass at every exit, smokes and heats as needed and suitably located sounders. Make sure your in line with BS 5839 for commercial and dwellings etc
