This is a message that I received a few days ago, I am going to have a look on Tuesday.

"I have a problem with the 2 ceiling lights in the sitting room flashing on and off every second or so when they are turned off, and cannot understand why. When I initially put them up and checked each one they worked fine. I then had them switched on all evening and when I came to turn them off they keep flashing".

I have searched for possible causes, and get these as capacitance on 2 way switching wires and compact fluorescent lamps (CFL's). Any other pointers to look for?

ytou're on th reight track, i think. a snubber can be fitted to cure the problem.
 
There are threads on the forum regarding LED lights flashing when off which can be a common problem or a not so common. If you are sure that the lamps are CFL then pursue that but if you don't know exactly, then if LED, check the forum threads out - the answer is on this forum.
My 2 pence worth. LED fitted and people believing that the original dimmer will suffice, when full on ok but dimmed will cause to flash as LEDs not dimmable.

Turned out to be DIY'er error. A ceiling pendant that was replaced in the living room, also housed the wiring feed to an outside floodlight with a movement sensor. The Neutral feed to the outside flood, had been connected to the switched live at the ceiling pendant. This outside flood had stopped working and wasn't mentioned. The living room, low energy lamps had been rapidly flashing when switched off!

just check the wiring, The neutral must connected to the lights first, then the hot line it must be connected into the switch then from switch going to lights. Just try or check it out.
