UK How to open a meter cabinet?

It might seem a simple question, but I have a meter cabinet with a SAFYBOX handle that I can't open. Online information seems to show a 3 point locking system behind the door, but no information on how the handle works. I've tried pulling, pushing, levering, sliding and yelling, but no luck. Has anyone come across one of these?

I think you need to move the bit with SAFYBOX stamp on it down then the lever comes up so you can quarter turn it.

It looks like the type where you either slide the bit with 'SAFYBOX' down and then pull towards you then turn 1/4 turn or just pull the bottom of the level towards you and then turn 1/4 turn.

Thanks, I'll go back out in the rain with a can of WD40 and see if I can get that bit to slide down.

FYI it was stuck and the WD40 eventually worked. The slide goes up and then the lever comes out so you can turn it. Thanks for your help.
