my niece has just moved into a rented property and found the db board under sink ,could this pass a periodic inspection report? see pic View attachment 2483

No this is not acceptable, the consumer unit does comply with the part ofthe inspection that covers being suitable for mutual detrimental influences, in this case water, it should be preferably moved or at least be up to a suitable IP rating
 
which is cheaper, move the sink or move the CU?
 
If a PIR should be carried out on change of occupancy, maybe you could ask the landlord if it was assessed as 'satisfactory' ?

well the regs state it does but do landlords know, the answer is no , having that dist board in that position is just one big no no ,the landord has to provide proof that the electrical installation is in a safe condition , in my eyes the installation should have RCD protection ,IQ i think you have made a good point, you are entitled to a copy of the periodic report , if you do get it i would get a second opinion too, because just looking at the position of the CDU rings alarm bells with me

Yes, the position of the DB, the age of the 'next inspection' sticker and the lack of any rcd protection all point to the conclusion that this property hasn't been inspected in a good while.
Some landlords need a polite reminder as to their legal obligations and responsibilities.
