The whole point of having a qaulification in the latest edition of the regulations is to prove you are working to and have a full understanind of the latest regulations on paper.
You can be one of the old skool sparks with many years of experience (and to my mind experience over all tbh) who religeously does all thier work to the latest regs due to keeping themselves upto date BUT without shelling out your money for a course/exam and gaining that bit of paper a future employer has no proof you are up to spec with the regs....the same goes for the scams, they need that bit of paper as proof your following the latest regs.
It's as simple as that really.
