Hi I am currently a student studying a degree in Aircraft engineering. I am in my summer holiday and i have set myself a project to better understand electronics...

The project I want to build is a power supply 0-30 VDC STABILIZED POWER SUPPLY WITH CURRENT CONTROL 0.002-3 A
This is the link for it..

The problem is, is that it requires a mains step down tranformer from 230 to 24 volts, 3 amps...

I could not find to that specification and found only 24 volts with a 100 VA rating and an output current of 4.16 amps.

With 4.16 amps I'm not sure if it would overload my components in the power supply or would it only draw in as much current ar required from the circuit this is what I'm not sure of.

that tranny will be fine. you should always get a tranny with a rating in excess of the power you want it to supply. a bit like drawing 4A off a 6A fuse. your power supply load will determine the current drawn, not the tranny.
 
The output current of a power supply is determined by the load that it is supplying. It just means your transformer will be able to drive a slightly bigger load should you connect one to it.
