I need to use a 3 phase cable that is connected at the incoming end and supplies a 3 phase board that is to be removed.
My question is, is it ok to use the 3 phase incomer isolator but just remove 2 of the phases that feed it (black grey) and just use the brown and blue cores to supply the single phase board. Also what is good practice for the extra cores at both ends?

Why are you removing the 3phase DB?

But yes you can. I'd like to see personally the spare cores marked up and connected to earth.
 
I'd leave the DB where it is, but that's as much as I'm saying as I don't know anything about the OP, and a question like this makes me more than a little dubious about dishing information.
