Hi Guys, I'm after some advice please!

My friend got back from holiday yesterday and when he switched his hot water/heating on (honeywell-slide controls - off,cont,once,twice) the whole house tripped (all protected by RCCB as main switch).

I found the terminal strip where the thermostat, pump and thermal cut out all join the feed from the controls and disconnected each one seperatly and then switched on the controls downstairs to see if the main switch still tripped, I traced it to the thermal cut out set to lowest reading of 50 degrees(old style -flat steel plate just pressing against the tank and held in by a bunjee!).

When i called for hot water with the thermal cut out disconnected the RCCB stayed closed, I'm no expert on heating systems but i assume there is a coil or something in the cutout, I did a 250v IR test accross the COMM, NC & NO terminals and got a dead short accros COMM and NC

Do these cutouts fail on a regular basis, it is 15 years old, and according to my friend the something has been making a loud noise recently and also his wife tells me that the hot water temperature is unbearable and british gas said they could not remedy it.
