Energy saving light bulbs

Do Energy saving light bulbs retain a charge? Reason I ask is, when light switch is turned off the bulb will flash slightly every 30 seconds or so. I've checked wiring and all is in order, changed bulb for a non energy saving, problem disappeared

if it's fluorescent tube type, give it some dynamic energy. drop it from 20ft. into the nearest bin. replace with halogen.

An induced voltage will cause this. Easiest cure is to fit a snubber.

Okay, I'll ask the question...
What's a snubber?

Its basically a small resistor in series with a small capacitor which eliminates the induced voltage by giving an alternative path than the lamp.
