Fuseboard relocation....re-test required?

The difference in quote costs isn't an issue, as I know i've pretty much got the job(if I want it), but i'm just after a realistic answer as to weather or not i NEED to test the whole installation as the customer wants a very detailed quote eg. work involved and exact costs.
I have spoken to the original installer (who isn't interested in the alteration job) and he reckons it voids all his certs/insurance etc if I touch the CU......is this true?

Oh ye fair enough Murdoch, now I see it from someone else's view. OK guys, I will carry out job, then do a full re-test and issue new cert! Decision made!!! Thanks All
