I don’t think it’s asbestos. You may be correct on hessian.

However, I don’t think these earth clamps are suitable for attaching to the supply cable…

I will let someone else confirm that.

I deleted the OP duplicated post, but I realise it had extra information.
Namely the fact that it’s a 1930’s house.

Is this asbestos? It’s on my incoming mains supply at the bottom. I think it may be hessian and bitumen.
