I am finishing my basement. Come across something I didn't see before. I have two different receptacles in my basement and each one has its own breaker at the breaker box. And there is cable running between these two receptacles. I would love to learn why there is a cable running between these two receptacles. thanks in advance. also after the two different source come together at this one receptacle then cable runs to another receptacle that powers the sprinkler system. Which by the way I thought it did not need so much power.
 
That sounds like a mistake.

Normally you would not have breakers in parallel unless they were for a specific high power task (e.g. protecting a run of parallel cables to get high current capacity then a single cable of sane dimensions can provide) and normally they should be linked to make sure in the event of a fault on one section of the parallel group that all power is disconnected and you don't end up with the fault being "reverse fed" from the far end via the remaining parallel paths.

In the UK we have a "ring final circuit" where all the sockets in a large area form a loop, but we have a single breaker feeding that and we have individually fused plugs to protect the appliances. Very different from the USA approach.

I suspect a fault on one socket occurred and the previous person decided to feed it from another socket instead of properly fixing it.

If in any doubt get a professional electrician in to look at it.
