Am I right in assuming this is a looped supply and therefore the end to my ev charger dreams?

do the two fuses feed different properties?
you could ask the supplier about running another cable in.

as i said, looks pretty new, so i would also expect a duct from this position out to the road.
No harm in asking....
Most, if not all new EV charge points come with load management... They measure the load going through the house, and if it goes up dramatically, like an electric shower running, it'll cut off the car charge until the load drops again. To protect the main fuse.
