If it needs to be connected to MEt that only has Nuts and bolts on then yes, usually do too when connecting to a bonding clamp.

Let say for example......the plumber cut the bonding cable short ...could it be extended via a lug crimp ?

In which case you might as well use a through crimp!

I'll extend anything with the right through crimp and crimper,
I can't see a problem.

If it's mechanically sound, absolutely fine in my book. And yes, I do also put a lug on the end for bonding clamps etc; I think it's neater and sometimes can be quicker, too.
