Doing eicr on a domestic installation
Every thing is looking and testing fine on lacking rcd on circuits not even on power should it be a c3..not to 17th And therefore satisfactory or c1 c2 and unsatisfactory the installation is about 20 years etc
 
code C3 for the no RCD. code C2 if any sockets are for outside use. also a code C2 if no supp. bonding in bathroom.

The regs state 'In this situation the inspection should be carried out against the current edition of BS 7671. However, it is likely that there will be items that do not comply with the current edition of BS 7671 but this does not necessarily mean that the installation is unsafe. If the inspector feels that an item requires improvement, it should be given code C3 on the Electrical Installation Condition Report. If the finding does not require improvement it does not need to be recorded as an observation. (IET 80)

If all the testing is within limits and Zs values are satisfactory then there is no need to record a C3. This report is a 'engineering report' facts not opinions.
Saying that I Personally like to discuss with the client what can be done to make their house safer ie fitting RCD protection for garden tools, protecting children and their prying fingers.

I have no problem with c3 as not to 17th it is a tenanted property .. Land lord has been notified that it's not to current regs I always like to see an rcd in rented properties even if it's just on ground floor sockets and lets face it don't cost the earth to install rcd / rcbo thanks guys just wanted some opinions
 
C3, you are inspecting and testing an old installation against current standards. There is nothing wrong with the install as it is, but because times have moved on, and better equipment is available, then you have to recommend it, if they don't want to upgrade they don't need to, but they need to know that an upgrade is available.
