There is another one on the ground floor but bigger with 4 fuses supplying ground and first floor.

So re supply to 2 flats, lets "assume" they are rewireable 3036 fuses, probably max 30A - so they are too small for the job (probably).
I think that this "fuse" is down to the flat owner - the bigger one downstairs is probably down to the supplier - where is the meter?

That earth connection to the mains incoming, is that clamp just put over the paint, or has it been cleared for a good connection?
From the photo it looks like its just on top of paint.

@kropaske they must change it by 2010 it says it in that guide I think. And for free. I am just amazed the DNO attended and left it like that, seriously negligent I would be having a head fit with them. In the nicest possible way!
Looks like it is, the neutral bar seems to be bolted through ebonite insulating bushes to those metal brackets.Is the neutral bar isolated from the enclosure.
The BS951 clamp on the incomer appears to have been fitted to the brass sweating thimble above the wiped joint.
Which DNO is this?
Think you are correct it doesn't "appear" to do anything.I can't make it out is there a hole in the butterfly nuts or is the gripple wire just wrapped around them in other words looking good,But doing nothing?
