1mm cpc in 2.5mm T&E

Hi guys. When and for how long was 2.5mm T&E produced with a 1mm CPC? And why?? I'm at a house which uses this stuff (all with white sheath) all over the place. One ring circuit uses this for one leg but 2.5 with 1.5 for other leg.

There's nothing wrong with it as long as the cpc size has been checked against the adiabatic etc.
