Hi there

Is it possible to simply download or buy the amendments (2011) to BS7671(2008) and the on-site guide?

No mate, there are to many changes in the update. Your only options are either buy the new books or buy the domestic or industrial Ebook package from the IET, the latter two options are even more expensive than buying the books from Amazon.
