Firstly you don 't drill holes at low level
 
You would need to be a little more specific as to your requirements, such as the voltage of the system on your boat, the equipment you wish to install, whether you have a generator or just batteries, the construction of the vessel, GRP,wood,steel,aluminium...
Providing this information will surely result in useful feedback from the forum.
