Well by going there you identified the problem, therefore you reduced the risk of fire etc. So you did your job correctly. Get paid, ask the customer to write (not phone) a letter explaining that had incurred unnecessary cost due to DNO's equipment failing. Explain what had happened etc. Nothing ventured nothing gained.
 
The smoke and smell was first noticed above the ceiling, doesn't mention the cutout being above the ceiling.

Restricted air movement wouldn't have caused a loose connection which wpd admitted as being the cause.

Where I was coming from in a way was lack of air movement, build up of heat on terminals contributing to wire becoming loose
 
I doubt you will ever get a DNO to accept responsibility for this. Sounds like it could have been a loose tail or fuse carrier in the cutout. This could be caused by a meter operator changing a meter and not checking connections in the cutout. If it's in an exposed position the customer could have knocked the tail or carrier. Too many possibilities to attribute blame.
 
They called you, they pay. A verbal contract exists.
A company I worked for in 1998 provided a 24hr call out service. Commercial or domestic the customer had to hand over £100 cash on the doorstep or the spark walked away. This was made clear to the customer in the first phone call by whoever was on call that week.
 
Out of interest, has anyone ever known of the dno charging for a call out to something that wasn't their responsibility?

The OP should be paid by the customer, but I can't see the dno paying up.

I have known them charge for repeated cutout fuse replacement when the customer is overloading it.
