That looks like a back box for the older MK/MEM cooker control units, and as such would have been there for a good amount of years. So if the kitchen has been modernised over the years, it's position over the hob, is down to whoever designed/installed the revamped kitchen, not poor old lofty!! lol!! The spark or whoever connected the modern smaller accessory, probably baulked at the price of the replacement unit!! lol!! Or maybe it's just a temporary lash up, while they try to actually locate an original sized unit!!!
 
And has no-one spotted (one of) the obvious other things about this?!
 
As E54 said, that’s an old MK back box.

They should all be like that, bags of room for cabling.

And they say things get better?
