Doing an Eicr,just had 2,945 ohms on sockets,32 amp rcbo protects it,what code would you give it...Higher...Lower

Yea originally I thought C2 but now C1,the rcbo operates safely @1666 ohms,so C1.

Sounds like a TT system with a dodgy earthing terminal.
There are other likely culprits along the way. Earth loop testing through a RCBO?
I would first check the earthing system.
Earthing from a fortuitous routing or some pretty lousy conections or there really is no earth in the socket circuit or all of them.

As it’s not immediately dangerous then it can’t possibly be a C1.
A fault has to occur in order for it to present a danger so it’s a C2 for me.
Same unsatisfactory outcome either way.

I'd have to agree with Ian on this. The circuit does not meet ADS due to very high impedance, however it would require a fault to present an immediate danger. C2 for me.
