Is this normal? Please help!!

Does this look normal? I live in a apartment and this is what the wall and the ceiling look like above my electrical box. I also can not plug maybe more than 4 things in at the same time without blowing a breaker.

I assume that’s a partition wall, hollow, and maybe been an access panel has been made to run cables.

The discolouration may be either whatever they used to repair the wall or there is water getting in, staining the surface from behind.

Is there any sign of dampness in your electrical panel? Rusted screws or visible drops of water.
