Installing under sink water heaters. Each is on its own circuit and could be isolated for maintenance at the consumer unit. Do i still need to provide local isolation e.g a 45 amp dp switch ?

no.... unless manufactures instructions stipulate fitting one.

If the means of isolation is remote from the equipment under maintenance and therefore not continuously under the control of the maintenance operative, the supply must be prevented from being accidentally reactivated during the maintenance procedure BS7671:2008+A1:2011 537.3.1.2 This might be achieved if isolation device is capable of being secured in the open position with a suitable padlock or other simple locking method. Whatever the means of isolation it should NOT rely on the maintenance operative having to possess a specialist lock-out kit for MCBs or the like, as that is most unlikely.

In assuming you are not going to terminate the T+E into the water heater, you will be making a transition joint to heat-resistant flex,so use an isolator switch.

Was thinking this myself...your going to have to joint the cable really as they usually require flex in...there usually on FCU's in my experience, out the front in flexible cable...
