Quick Update: the problem turned out to be the thermostat that I replaced happened to be faulty. I had completely run out of ideas, tenant not happy, landlord not happy, me not happy. Was ready to throw in the towel, but thought I would change the stat again, NOW it works. Fancy that... faulty out of the box brand new stat. Crap replacement parts for storage heaters - beware.
 
it happens.pretty sure all of us have had that at some point.
never mind though. job all done and everyone happy :)
 
When I put the heater back together I test the heater element at the DP switch on the wall this proves the stat and high limit is working

Yes, but I had already tested that the faulty stat was working when I fitted it, like you, from the double pole switch. The heater was getting slightly warm but not as hot as might be expected from the setting of the input. So, I can only assume that it was just switching off at a lower temperature than it should have done.

Sounds feasible. Glad it's sorted. Nothing worse that an inconclusive fault.
