I think you need to print off your bills and look at them more closely ............ as previously stated something doesn't add up.

Do keep weekly readings for the time being ......
 
I don't suppose you have a meter reading from when you moved in?

cant remember but i had a £450 refund last time in September 2015

I can't quite follow this, but my advice would be print out all your bills as Murdoch says, and go to your local citizens advice bureau.
Also take the meter reading from when you moved in.
