I live in a block of 8 privately owned flats, the maintenance is carried out by a private company.

We have a fire alarm system comprising of, smoke detectors, break glass call points, sounders and of course an alarm control panel.

As far as I am aware a full test of the system has not been carried out for over 24 mths.

1. Is there a recommended time period for testing?

2. Is there any statutory body I can contact? or any recommendations of how to put pressure on the maintenance company?

The system should have a full test every 12 months however the full 12 months should not pass without an intermediate test say at 6 months which should consist of testing at least one point on each zone. The system should also be routinely tested every week.
 
Both the Fire safety reform order and BS5839 give recommendations on testing and maintenance.
This guide from the fire and security association section of ECA provides some information. However do note that the regulations have been updated since this guide was published.
However if the fire detection system is in parts of the flats then access for maintenance can be difficult.
