if it performs all the functions and is calibrated, it comforms. however, it's an older model and i don't know if it has functions like auto RCD test and ramp test. be better off looking for a 2nd hand megger 1552.IMO.
 
I would do your research before you buy!

What do you want from your tester !

As mentioned it will carry out the functions required but here is where it falls alittle short!

I believe the 1610 only has a IR voltage of 500v IMO you need the 250 soft test range especially if your just starting off!

The RCD func does not have a ramp test however this is not needed but is a excellent tool when testing RCD's!

The loop testing mode on some of these instruments have a D lock which is supposed to stop the RCD tripping while performing the test but on my 1620 (Spare meter) it does not work so you have to loop test bypassing the RCD.

I also think with the 1610 on continuity IR testing you attach a different set of leads to that of the live tests which is via the ISO plug on the rear and is also a 3 wire test for all tests (PSCC ZE etc) .

Just a few observations hope it helps and yes the Robin range of meters are well built and a excellent piece of kit.

no auto RCD test...no ramp test...PFC has to be calculated (no big deal) no phase rotation...no 250V IR test...

yes...it injects a shot of DC into the RCD just before the fault current is passed through in order to` freeze` the RCD...modern RCDs will detect Dloc though...
