I would code it as utter sheite or something similar!
 
i think the current coding ssytem isn't fit for purpose

in the current market it should be ...

On a more serious note, I am thinking c2 but would prefer to find a reason to c1 it if I was writing the report.

agree , if the consumer unit gets wobbled around enough then the tails could become loose and cause some potential arcing / fire
