just checking the regs 753.411.3.2 which state i need to use a conductive mesh connected to the CPC of the circuit.

I am installing a flexible heating mat from Warm Up in a kitchen and i dont see any mention of the mats needing a conductive mesh needing to be installed??
 
Mesh usually incorporated within the heating cable itself. On some the cold tail is just standard flex, so not apparent as such, but the heating cable itself normally includes a braided earthed outer core. Follow MI's and all should be fine. Usually fit Prowarm but should imagine warmup would be similar. Give Warmup a bell if you're worried.
