When filling in the schedule of test results, for example on a consumer unit change, do you record any unused ways??
eg.
1 spare
2 spare
rcd module
3 kitchen sockets
4 upstairs lighting
5 shower
6 spare
rcd module
7 upstairs sockets
8 downstairs lights
9 spare

Yes mate it covers you if John Wayne comes in and adds a circuit to a spare way. At least you have it documented as being empty.
