Have been asked to install a car charger(Pulsar Plus)where the customer is not going thro the
grant scheme.Wondered if I need a cat 5 in the supply cable for a basic install.

Some manufacturers stipulate the comms connectivity as part of the commissioning and will not honour warranty if its not set up correctly.. it also prevents firmware updates which are often required to solve bugs with chargers and cars.
EV ultra has built in cat5e and as two wires/1 pair are unused can also be used for the ct clamp.
Future proof things by having the cat5 cable as when the charger is upgraded the cable will be suitable for all needs
