It is necessary to determine the voltage drop of a circuit where the length of the conductors cannot be measured on site and there is no reference information available.

State how the actual voltage drop for the circuit is to be determined.
 
That one is an odd question since we are not meant to actually measure the voltage drop as this will not be at the expected conditions for the reference values.
Since you have reference values for the voltage and presumably you have to know the design current then ohms law leaves you only one alternative to measure.
