I was working in garage when the lights went out (LED) - Was listening to my smart speaker which continued to play. mmmm .
Went to speak to Mrs P&S and she is happy watching TV but the soundbar was OFF, how wierd.
Went back into the garage and the boiler is having a fit, flashing lights in a most abnormal manner.
Anyway i plugged my tester into a garage socket and getting 92V steady.
Switched everything off that was not happy trying to work at 92V and left tester plugged in.
About an hour later , voltage restored to 252V, lol
Anyway was trying to work out how 92V was being created, it was not like a poorly neutral as the voltage was rock steady at 92V, thought well maybe the local transformer had a neutral fault but could not really get my head around how this unique voltage had been created, any ideas ?

Experienced similar , unbalanced phases in 1980s share out ?
Switch mode colour TV happily running on 110V ,but kitchen fluorescent would not strike .
Never got to compare , "Supplied-Neutral ", with real earth outside.
before it shut off !

Sounds like a neutral fault in the DNO cable. Carry out a live - neutral loop impedance to see if the value has increased. You could also measure the neutral voltage between neutral and an earth spike. Be aware that if it is a supply neutral issue your voltage can go up as well.
 
I was busy in garage trying to work using a torch but it did occur to me to try and find a proper earth to measure against, but sadly TNCS and nothing easy to hand. It was also 92V to my earth pin on socket but not true earth just my neutral connection
