Can any Elecsa registered help with this ?

I'm doing my first set of notifications on-line. Very simple of course but two of the questions are;

1. Was commissioning required yes/no 2. Was Commissioning carried out yes/no.

What do they mean of this? I understand commissioning within the sense of Testing and Inspection to be.... err... turning it on ! I must be wrong am I not ?
 
Under the notification of new job pages, having filled in the customer name and address on page 1, page 2 has a check box for describing what type of job it is, next, fill in certificate number, then comes the commissioning questions, then it's submit button.
