Insulation above recessed modulars

The client wants to insulate the area above a suspended ceiling. Is it ok to run the insulation over the light fittings or would it be advisable to work round them?

work around them and the cables is he aware that the current carying capacity of the cable will be reduced if you cover them in insulation i gather he dosnt let him no and also it would be a fire risk if he covered fittings
