Asking this question as i have recently finished 2330 level 3 at college and also passed 17th Ed and i dont have a huge amount of practical experience. I've been asked to do a bit of work for a friend of the family - outside light and add sockets to kitchen. Am I correct that if the main protective conductor and bonding are not up to the latest regs then they have to be changed/updated? (Havent visited the job yet just trying to plan things in my head first)
 
not quite. if the bonding is 6mm and shows no signs of damage, then it can be left as is. the main earthing conductor size can be determined using the adiabatic equation. your first job is to measure Ze, PEFC, and see what the earthing system is TN-S, TNC-S, or TT.
 
Measuring Ze and PEFC was beaten into me by my tutor at college so wont be forgetting that!
 
If you add sockets to the kitchen, it is notifiable under Part P, your outside light is no problem, carry on.

Adding sockets to a kitchen is not notifiable under part P and nor is an outside light, so long as neither of them are new circuits. Extending a circuit or an alteration to a circuit is only notifiable if the work is in the zones of a bathroom, or in a room containing a sauna or swimming pool.
However all new circuits and all consumer unit replacements are notifiable.

However all work still needs to comply with the building regulations (and the wiring regulations)
