Went to a job today, RCD tripping that I traced back to a dodgy kettle, that is now safely lodged in the tip. Why I was sorting that out, I noticed that the supplier earth, its a TNS supply was bare metal. Couldn't tell what size it was, but it has obviously been attached for sometime. I assume that this should be sheathed and should be 16mm. What is the score as regards asking the supplier to come and replace the earth connection, is there a charge for it??

more than likely DNO will say there's nothing wrong with it. this was common in the 60's. bare conductor sweated onto the cable sheath.
 
this is vey common. is it like the strap part of a tenby? in my opinion, theres nothing wrong with it, as long as there is no corrosion or damage and you are able to make a reliable connection to it. as for it being bare, that doesnt matter, as lets face it, most of the metalwork around you is connected to it anyway.
 
If the Ze is fine then you should really have no problem. As long as they are using the sheath of the incoming cable as the earth, and no a utilities pipe which is often the case in the 60's
