There is useful guidance for free in the form of Best Practice Guide #4 that can be downloaded from here:

While it is still moderately technical, it has a bit more information about the goals of an EICR and what the code levels would typically apply to. It is guidance though, as you can't cover every possible situation and you can find a given non-compliance can cause varying degrees of risk depending on other aspects of the installation and the inspector often has to use their judgment on those cases. But it is a good starting point.
