at first glance i thought it was volcanized rubber but it is tough like PVC and the sheath is much bigger than the cores they are loose inside

thanks dusty, i cant find anything on google from that slang term unfortunately, i have never actually come across this stuff before so don't know how to class it
 
During the 70s modular wiring systems were thought to be the new thing but at the time they never really caught on. Companies like Octopus and Aercon to name a few made it, the idea being it could be prefabricated and concreted in. As Dusty said these systems were common in tower block construction. There are various monikers for them and shotgun tubing could describe yours but I couldn't tell you the exact name or manufacturer.
