Exactly.
The metal box just provides mechanical protection.
Everything inside the metal needs to be double insulated.

You can see the sheathing at the top hole, even looks like a bit of heat shrink on the end.

Might be designed as double insulated, but it hasn’t been constructed as such.
I would expect a sheath for the wires in the bottom hole even if it wasn’t double insulated.
That spiral tube stuff always falls apart.

It is odd one pair is sleeved but the other is not but it may not be relevant if the conductors have reinforced insulation. Needless to say the claim for double insulation is somewhat tenuous.

I am going to put a crimp on the earth, and screw it to the mounting plate that gets attached to the wall. At the very least then it has a connection to earth allbe it a small one.

Just the block connector renders that Class I.

all the op could do is earth the back plating that is on with ring crimp ,but if he takes it off at some time the front light fitting will not be earthed .
