They possibly have reinforced insulation.

looking at the photo, is it a "grey" import?
 
You need to know the construction of the conductor, the insulation may be reinforced.

It is odd one pair is sleeved but the other is not but it may not be relevant if the conductors have reinforced insulation. Needless to say the claim for double insulation is somewhat tenuous.
 
Class II by design.... but how many of those little plastic boxes have been discarded and choc block replaced with Wago's.
 
Just the block connector renders that Class I.
all the op could do is earth the back plating that is on with ring crimp ,but if he takes it off at some time the front light fitting will not be earthed .
