I am thinking of getting an Electric vehicle. The only way for it to be realistic is to home charge.
The problem, I have a fuse box no breakers. Do I have to upgrade my electrical box or can I add
a 240V outlet as is? This is a 2 family home, the girl upstairs has a 240V to run her stove (I have gas stove)
so I am thinking just add a 240V outlet.
Question 2 If I do have to upgrade how much ballpark would it be per electrical box?

I would suggest that you get the IET Code of Practice "Electric Vehicle Charging Equipment Installation ".
I would reccomend that you have your CCU upgraded to include RCCB's.
 
don't bother. electric cars are just a fad. be obsolete and unuseable in 5 years.

If you have a spare fuse holder available which could possibly be dedicated to a stove then yes you can add an outlet. Do you have a panel outside beside your meter and the old fuse panel. That will determine how much it will cost. What amperage are you wanting to use for 240 volt.
